camera control program

Starting with version 0.4.2, the /proc interface should be stable.  The
only changes I can see coming are bug fixes and better values for the
limits of some of the parameters.  If someone would like to write a
video-control window for the camera to change the settings via the
/proc interface we can drop the ioctl-kludge that is currently used.
