There are two that I know of, I can't get to my machine at the moment. But
I'm pretty sure one is called ascpu (an Afterstep/Windowmaker applet) that
you can start for separate cpu's. It also shows kernel, user and idle time
seperately. But it's all in a small window, so it's maybe to small for
what you need.
The other that I know of, but never tested it, is the tool that comes with
KDE. They have a Windows rip-off CPU monitor. From the screenshots I
remember it's very much like the cpu monitor from WinNT
