To turn on the QX3 lights, 

(assuming your device is /dev/video0)

echo bottomlight: on > /proc/cpia/video0

echo toplight: on > /proc/cpia/video0
echo toplight: off > .......
etc.

or use Peter Prengler's cpia-control utility
from the cpia site http://sourceforge.net/projects/webcam
